He Focolare Movement<\/em> publishes the first report on cases of abuse of minors and vulnerable adults, including spiritual abuse and abuse of authority, occurring within the Movement. It also includes information on reparation measures, new investigation procedures, and training activities aimed at protecting individuals.<\/p>\n\n\n\n

The report begins with a letter of Margaret Karram<\/strong> and Jesus Moran<\/strong>, President and Co-President of the Focolare<\/em>: \u00abWe are writing to present a public report on the data regarding the notifications and measures we have taken as the Focolare Movement, due to the scourge of sexual abuse of minors and vulnerable people, as well as abuses of conscience, spirituality, and authority over adults, from which we too have not been spared.<\/em>.<\/p>\n\n\n\n

The document Towards a culture of comprehensive protection of the person<\/em><\/a>, will be renewed annually and is published one year after the dissemination of the results of the research carried out by GCPS Consulting<\/a> on the serious cases of sexual abuse committed by a former French focolarino.<\/p>\n\n\n\n

He Focolare Movement<\/em> works to adopt the necessary measures to guarantee the prevention and comprehensive protection of the person in all areas and environments in which its activities are carried out. Therefore, the document now published - explain the President and Co-President of the Focolare<\/em>\u2012, \u00abThis is the first report on the prevention, investigation, transparency, training and change measures undertaken by the Focolare Movement to counter this crime.<\/em><\/p>\n\n\n\n

The President and Co-President sincerely apologize to each of the victims and survivors on behalf of the Focolare Movement<\/em>, <\/strong>while expressing deep gratitude to them, as well as to the victims, families and communities involved not only in France, but in all countries where cases of abuse have emerged, because thanks to their cooperation and, above all, to their courage in confronting and bringing these crimes to light, Motion<\/em> is more consciously implementing new commitments and procedures regarding the protection of people.<\/p>\n\n\n\n

The report consists of several parts and presents data relating to abuses reported to the Commission for the Well-being and Protection of the Person<\/em> (CO.BE.TU.<\/em>) since its creation in 2014; it therefore systematically compiles notifications until December 2022. The report also presents data on the "basic courses on the protection of the person" carried out in the different countries in which the Focolare Movement<\/em>.<\/p>\n\n\n\n

Another section is dedicated to priority measures already in place or in the process of implementation, in response to the recommendations of the independent investigation of GCPS Consulting<\/em>. The courses and training tools for the protection of the person are available to all members of the Motion<\/em>, especially for the trainers and companions of minors. Training activities have already been launched for those responsible for the Motion<\/em> at different levels: from central management to territorial managers in different geographical areas.<\/p>\n\n\n\n

On May 1, 2023, the Central Independent Commission<\/em> and will complete the task of the CO.BE.TU.<\/em> The new body will be responsible exclusively for processing notifications, while training will be coordinated at the central and local levels by another team of experts and consultants.<\/p>\n\n\n\n

The report also presents the Protocol for the management of cases of abuse in the Focolare Movement<\/em><\/a>, the Powers of the Central Independent Commission <\/em>and the Support lines and financial compensation in cases of sexual abuse of minors and vulnerable adults<\/em><\/a>.<\/p>\n\n\n\n

Regarding reporting, denunciation, and investigation procedures in countries where reporting is mandatory, notification is immediately transmitted to the judicial authorities. If national legislation does not provide for mandatory reporting, but the facts nevertheless constitute a crime, the commission will submit the complaint to the judicial authorities immediately after verifying the plausibility of the facts, unless the victim or their parents object. In accordance with international legislative standards, notification of abuse will also occur even if the crime has already expired.<\/p>\n\n\n\n

Por ello, el documento que ahora se publica \u2012explican la Presidenta y el Copresidente de los Focolares\u2012, \u00abes un primer informe sobre las medidas de prevenci\u00f3n, investigaci\u00f3n, transparencia, formaci\u00f3n y cambio, emprendidas por el Movimiento de los Focolares, para contrarrestar este crimen\u00bb. La Presidenta y el Copresidente piden sinceramente perd\u00f3n a cada una de las v\u00edctimas y de los sobrevivientes en nombre del Movimiento de los Focolares, al tiempo que les expresan un profundo agradecimiento, as\u00ed como a las v\u00edctimas, familias y a las comunidades implicadas no solo en Francia, sino en todos los pa\u00edses en los que han emergido casos de abusos, porque gracias a su cooperaci\u00f3n y, sobre todo, a su valent\u00eda para afrontar y sacar a la luz estos cr\u00edmenes, el Movimiento est\u00e1 llevando a cabo m\u00e1s conscientemente nuevos compromisos y procedimientos en lo que se refiere a la protecci\u00f3n de las personas. El informe consta de varias partes y presenta los datos relativos a los abusos notificados a la Comisi\u00f3n para el Bienestar y la Protecci\u00f3n de la Persona (CO.BE.TU.) desde el a\u00f1o de su creaci\u00f3n, 2014; por tanto, recopila sistem\u00e1ticamente las notificaciones hasta diciembre de 2022.  El informe tambi\u00e9n presenta datos relativos a los \u00abcursos b\u00e1sicos sobre la protecci\u00f3n de la persona\u00bb realizados en los diferentes pa\u00edses en los que trabaja el Movimiento de los Focolares. Otra secci\u00f3n est\u00e1 dedicada a las medidas prioritarias ya en acto o en proceso de implementaci\u00f3n, como respuesta a las recomendaciones de la investigaci\u00f3n independiente de GCPS Consulting. Los cursos y las herramientas de formaci\u00f3n para la protecci\u00f3n de la persona, est\u00e1n a disposici\u00f3n de todos los miembros del Movimiento, especialmente de los formadores y acompa\u00f1antes de los menores. Ya se han puesto en marcha actividades de formaci\u00f3n para los responsables del Movimiento a distintos niveles: desde la direcci\u00f3n central hasta los responsables territoriales en las distintas zonas geogr\u00e1ficas. El 1 de mayo de 2023, entrar\u00e1 en funci\u00f3n la Comisi\u00f3n Independiente Central y finalizar\u00e1 la tarea de la CO.BE.TU. El nuevo organismo se ocupar\u00e1 exclusivamente de la tramitaci\u00f3n de las notificaciones, mientras que la formaci\u00f3n ser\u00e1 coordinada a nivel central y local por otro equipo de expertos y consultores. El informe presenta tambi\u00e9n el Protocolo para la gesti\u00f3n de los casos de abusos en el Movimiento de los Focolares, las Competencias de la Comisi\u00f3n Independiente Central y las L\u00edneas de apoyo y reparaci\u00f3n econ\u00f3mica en casos de abusos sexuales a menores y adultos vulnerables. En lo que concierne a los procedimientos de notificaci\u00f3n, denuncia e investigaci\u00f3n en los pa\u00edses en los que la denuncia es obligatoria, la notificaci\u00f3n se transmite inmediatamente a las autoridades judiciales. Si la legislaci\u00f3n nacional no prev\u00e9 la denuncia obligatoria, pero los hechos constituyen de todos modos un delito, la comisi\u00f3n presentar\u00e1 la denuncia a las autoridades judiciales inmediatamente despu\u00e9s de comprobar la verosimilitud de los hechos, a menos que la v\u00edctima o sus padres se opongan a ello. De acuerdo con las normas legislativas internacionales, la notificaci\u00f3n de un abuso tambi\u00e9n tendr\u00e1 lugar, aunque el delito ya haya prescrito. Por ello, el documento que ahora se publica \u2012explican la Presidenta y el Copresidente de los Focolares\u2012, \u00abes un primer informe sobre las medidas de prevenci\u00f3n, investigaci\u00f3n, transparencia, formaci\u00f3n y cambio, emprendidas por el Movimiento de los Focolares, para contrarrestar este crimen\u00bb. La Presidenta y el Copresidente piden sinceramente perd\u00f3n a cada una de las v\u00edctimas y de los sobrevivientes en nombre del Movimiento de los Focolares, al tiempo que les expresan un profundo agradecimiento, as\u00ed como a las v\u00edctimas, familias y a las comunidades implicadas no solo en Francia, sino en todos los pa\u00edses en los que han emergido casos de abusos, porque gracias a su cooperaci\u00f3n y, sobre todo, a su valent\u00eda para afrontar y sacar a la luz estos cr\u00edmenes, el Movimiento est\u00e1 llevando a cabo m\u00e1s conscientemente nuevos compromisos y procedimientos en lo que se refiere a la protecci\u00f3n de las personas. El informe consta de varias partes y presenta los datos relativos a los abusos notificados a la Comisi\u00f3n para el Bienestar y la Protecci\u00f3n de la Persona (CO.BE.TU.) desde el a\u00f1o de su creaci\u00f3n, 2014; por tanto, recopila sistem\u00e1ticamente las notificaciones hasta diciembre de 2022.  El informe tambi\u00e9n presenta datos relativos a los \u00abcursos b\u00e1sicos sobre la protecci\u00f3n de la persona\u00bb realizados en los diferentes pa\u00edses en los que trabaja el Movimiento de los Focolares. Otra secci\u00f3n est\u00e1 dedicada a las medidas prioritarias ya en acto o en proceso de implementaci\u00f3n, como respuesta a las recomendaciones de la investigaci\u00f3n independiente de GCPS Consulting. Los cursos y las herramientas de formaci\u00f3n para la protecci\u00f3n de la persona, est\u00e1n a disposici\u00f3n de todos los miembros del Movimiento, especialmente de los formadores y acompa\u00f1antes de los menores. Ya se han puesto en marcha actividades de formaci\u00f3n para los responsables del Movimiento a distintos niveles: desde la direcci\u00f3n central hasta los responsables territoriales en las distintas zonas geogr\u00e1ficas. El 1 de mayo de 2023, entrar\u00e1 en funci\u00f3n la Comisi\u00f3n Independiente Central y finalizar\u00e1 la tarea de la CO.BE.TU. El nuevo organismo se ocupar\u00e1 exclusivamente de la tramitaci\u00f3n de las notificaciones, mientras que la formaci\u00f3n ser\u00e1 coordinada a nivel central y local por otro equipo de expertos y consultores. El informe presenta tambi\u00e9n el Protocolo para la gesti\u00f3n de los casos de abusos en el Movimiento de los Focolares, las Competencias de la Comisi\u00f3n Independiente Central y las L\u00edneas de apoyo y reparaci\u00f3n econ\u00f3mica en casos de abusos sexuales a menores y adultos vulnerables. En lo que concierne a los procedimientos de notificaci\u00f3n, denuncia e investigaci\u00f3n en los pa\u00edses en los que la denuncia es obligatoria, la notificaci\u00f3n se transmite inmediatamente a las autoridades judiciales. Si la legislaci\u00f3n nacional no prev\u00e9 la denuncia obligatoria, pero los hechos constituyen de todos modos un delito, la comisi\u00f3n presentar\u00e1 la denuncia a las autoridades judiciales inmediatamente despu\u00e9s de comprobar la verosimilitud de los hechos, a menos que la v\u00edctima o sus padres se opongan a ello. De acuerdo con las normas legislativas internacionales, la notificaci\u00f3n de un abuso tambi\u00e9n tendr\u00e1 lugar, aunque el delito ya haya prescrito.
